Developing Programme Management Frameworks

No organisation can successfully deliver programmes and projects without an effective framework. Our work on developing the maturity model P3M3® and undertaking assessments of over 100 organisations enabled us to review a wide range of processes, guidance and tools that are used across a range of sectors.

We found:

  • Incomplete frameworks with inadequate lifecycles
  • Frameworks that replicate manuals and basic theory but add no value
  • Roles and responsibilities that are generic, confusing or conflicting
  • Themes, such as risk, that are not connected to the lifecycle or sit in isolation
  • Generic role definitions with no application of the responsibilities
  • Templates that bear no resemblance to the lifecycle or processes
  • Little connection between programme and project management systems
  • Portfolio Management frameworks that fail to address balancing priorities

What lessons have we learned?

In general, lessons learned are rarely learned. butterfliesResearch and general knowledge about what causes programme and project failure has abounded for years, yet the same things keep happening, so what can we do to help.

As an example of this problem, for the last 20 years in the UK, the world of best practice (originated by the OGC) illustrates the issue. We wrote Managing Successful Programmes (MSP®), and it was written on the assumption that audiences already had experience of programme management, understood programme management and wanted to improve.  The reality is that people read the book as part of a course and never look at it again.

The work of P3M3® has shown that although the knowledge has been absorbed temporarily for the examination, it is not sufficiently understood to enable deployment in the real world as the courses are attended by inexperienced individuals unable or unauthorised to deploy the knowledge they have in the real world. Real Madras Forever

 

Six months ago we were approached by a bunch of overweight chaps who needed a sponsor for their football team.

Not an overly attractive proposition that would appeal to the average company looking to boost its image, but not being your average company, we looked into it a bit deeper.

The group were part of a national movement called ManVFat, an organisation set up a couple of years ago dedicated to helping chaps lose weight…

Have you checked out the Aspire Europe youtube channel yet?

We have been developing on our You Tube channel over the past year to bring you a host of video content from programme life cycles, benefits/risk/assurance (etc.) management to revision tips on how to successfully pass your exam.

We aim to keep the videos to a maximum of 10 minutes to cover key topics for busy people on the go – admittedly, with such a passionate team with a wealth of knowledge to share, this wasn’t an easy task…

Eileen Roden accepts a non executive director role at the Aspire Academy

Aspire Europe are pleased to announce that Eileen Roden has  accepted a non executive  director role at the Aspire Academy.

Rod Sowden, Managing Director, Aspire Europe said “We are very pleased that Eileen has accepted the non executive role on our board. Aspire Europe (re)achieve Cyber Essentials PLUS certification

We are very pleased to announce that Aspire Europe Ltd complies with the requirements of the Cyber Essentials PLUS scheme, and we have been re-certified as part of the government certification scheme.

Cyber Essentials aims to help organisations implement basic levels of protection against cyber attack, demonstrating to their customers that they take cyber security seriously.  The scheme is available at two levels:

  • Cyber Essentials – an independently verified self-assessment.  Organisations assess themselves against five basic security controls and a qualified assessor verifies the information provided.
  • Cyber Essentials PLUS – a higher level of assurance. A qualified and independent assessor examines the same five controls, testing that they work in practice by simulating basic hacking and phishing attacks.

Thanks to everyone internally for their work on this, including our IT suppliers, Nortech Computers and Wolfberry in their help with the certification process.

Paul Mansell accepts role as Chair of Aspire Europe

As part of the continuing development of Aspire Europe, we are very pleased to announce that Paul Mansell has accepted the offer to take on the role of Chairman in a non executive capacity.

Rod Sowden, founder and Managing Director said “I am so please that Paul has accepted this role. He has a fantastic track record in our industry with numerous major assignments during his career that our team can benefit from; he was one of the driving forces behind the growth of Moorhouse and we hope we can benefit from that insight.
