Developing Programme Management Frameworks

No organisation can successfully deliver programmes and projects without an effective framework. Our work on developing the maturity model P3M3® and undertaking assessments of over 100 organisations enabled us to review a wide range of processes, guidance and tools that are used across a range of sectors.

We found:

  • Incomplete frameworks with inadequate lifecycles
  • Frameworks that replicate manuals and basic theory but add no value
  • Roles and responsibilities that are generic, confusing or conflicting
  • Themes, such as risk, that are not connected to the lifecycle or sit in isolation
  • Generic role definitions with no application of the responsibilities
  • Templates that bear no resemblance to the lifecycle or processes
  • Little connection between programme and project management systems
  • Portfolio Management frameworks that fail to address balancing priorities

PRINCE2® 2017 update

In January 2017 our partners and owners of PRINCE2®, AXELOS, announced the upcoming arrival of updated PRINCE2® guidance and Foundation and Practitioner examinations. Together, these form the PRINCE2 2017 update and represent the first major revision of PRINCE2 since 2009. Below is a  video (from AXELOS) introducing the update:

The PRINCE2 update will see a new edition of the PRINCE2 manual (which is available for pre-order), plus updated training materials and Foundation and Practitioner examinations. These will be launched in mid-2017. The update is seen as evolutionary and new manual has:

  • Stronger emphasis on tailoring.
  • Guidance throughout the book on how to tailor.
  • More linkage between the themes and Principles.
  • More guidance through tailoring on how to use PRINCE2 in the environment.

We will bring more updates as they come.

Department for Energy and Climate Change shares its experience with P3M3® v3.0

Back in February we shared the official case study for the Department for Energy and Climate Change (DECC) and their experience with  P3M3® v3.0.

Following on from this, on the 20 May at 2:oopm GMT Summer Time, AXELOS will be hosting a webinar on – How would you rate the maturity of your project or programme management organization?

This webinar is hosted by AXELOS’ P3M3® SME, Mike Acaster and presented by John Power, former Head of Project Delivery for the UK Government’s Department of Energy and Climate Change (DECC). John will share his experiences of how DECC, a department which valued the whole life of its projects at £169 billion, leveraged the P3M3 v3.0 maturity model to benchmark and improve its project management office.

The session will include:

  • A summary of the structure and benefits of P3M3 v3.0
  • A comparison of version 3.0 to previous versions of the P3M3 model
  • An overview of how the DECC leveraged P3M3 v3.0 to assess its maturity and drive successful change

PRINCE2® Agile – two worlds become one in latest best practice guidance

A ground-breaking initiative to blend PRINCE2 and agile methods in a new best practice guide and qualification is underway at AXELOS and scheduled to launch in 2015.

This first significant development from AXELOS’ Project and Programme Management (PPM) portfolio is about equipping seasoned PRINCE2 practitioners to tailor their management controls for an agile way of working while simultaneously assisting agile practitioners to better understand PRINCE2 governance requirements.

Two leading experts – agile consultant, Keith Richards of agileKRC and US-based Larry Cooper of BSSNexus Global Inc., are now involved in creating the new guidance and gathering feedback from the user community as well as our Accredited Training Organizations (ATOs), consulting organizations and academia.

Frances Scarff, Product Development Director at AXELOS said: “We believe the concepts in PRINCE2 and agile are complementary, mutually supportive and should be part of the skills toolkit for professionals responsible for both project management and agile delivery.”

News from AXELOS

We have recently received the following from AXELOS.

Statement:

At just past the half-way point in 2014, AXELOS is embodying the Latin phrase “A posse ad esse”: from the possible to the actual. We’ve talked a lot about it; now it’s becoming a reality.

It is one year since the AXELOS joint venture was established, six months since we began trading under the new name and we now have 50 members of staff. The second half of the year is ahead of us, promising a host of new initiatives that we’re looking forward to sharing with you.

We’ve learned a lot this year from visiting and talking to our partners and companies around the world. While there are some common themes, there are hugely diverse factors affecting organizations in every geographic location. Previously in best practice frameworks the notion of “translation” into different languages was dominant. Now, the trend is more about “localization”. To this end, we’re working closely with our local partners to explore how this comes to life in practice, whether it’s in India, Japan, Australia or elsewhere.

Equally, we have repeatedly witnessed evidence of the need for best practice frameworks: multinational companies with a spread of technology are eager to instil a common language for best practice across their organizations. In turn, they see value in all their people adopting best practice approaches, going far beyond adoption by the professionals who have “project management” in their job title.

But if I were to point to specific initiatives that encapsulate the new world AXELOS wants to help create for global best practice communities, there are two in particular: the launch of the Global Partner Programme and the investment we’re making in marketing and advertising the concept and solutions for best practice frameworks (both featured in this eBulletin). With campaigns in high profile media including The Economist and the FT, along with co-marketing opportunities, our training organization and examination institute partners can be assured – you are no longer alone in selling best practice!

These examples illustrate the original logic behind setting up AXELOS and are key milestones on a journey we’re taking alongside our global training and exam institute partners. And we thank you sincerely for your help and co-operation during the first phase.

With the right partners, team and products in place, going from the possible to the actual can happen sooner than you think.

PRINCE2®: Recognition of Prior Learning Initiative

As you will probably already know, to be eligible to sit the PRINCE2 Practitioner examination, you must first have passed the Foundation examination.

However from the 1 July 2014 this will change, with AXELOS® confirming it will recognise certain certification from specific organisations when project managers are applying to take the PRINCE2 Practitioner exam.
